
The U.S. Defense Advanced Research Projects Agency (DARPA), as the lead federal agency, prepared an Environmental Assessment (EA) for the Rapid Resilient Reefs for Coastal Defense project. This EA was prepared in accordance with the National Environmental Policy Act (NEPA) (42 United States Code §§ 4321 et seq.) as implemented by the Department of Defense’s NEPA Implementing Procedures. DARPA invited the public to review the draft EA, and the public comment period was open from August 15 – 30, 2025.
The 15-day public comment period is now closed, and the final Federal EA is now posted below.
The Hawaiʻi Department of Transportation (HDOT) is a cooperating agency and is preparing an EA pursuant to Hawaiʻi Revised Statutes (HRS) Chapter 343, the State’s law governing the environmental review process.
